Peking, April 16, 1911, I HAVE the honour to inform your Excellency that I have received a despatch from the Board of Finance to the effect that on the 15th April an Imperial decree was received in the following terms :---
"The Board of Finance has jointly memorialised respecting the conclusion of a loan with the American, British, German, and French banks, and requests a decree for the Imperial matter to be dealt with in accordance with the copy submitted for the inspection. They also request permission to sign and seal the agreement.
"Let the Ministers of the Board of Finance sign accordingly."
